Merchant Card Payment Services

Summary

The City of Milwaukie (City) is seeking proposals for merchant card payment services from qualified companies with demonstrated experience providing payment card processing to public agencies of similar size, scope and complexity as Milwaukie. Proposers must offer a full array of merchant services and products so the City can grow and change with the banking industry and continue to address the needs of its community. Proposers must be compliant with Payment Card Industry Data Security Standard (PCI DSS). A complete description of services is provided under Section 3 of this solicitation.

The Request for Proposals (RFP) documents may be obtained at http://bids.milwaukieoregon.gov/. Proposers will be required to create a free login in order to access the bid documents.

The City’s expectation of any vendor the City contracts with is that the vendor’s values align with the City’s values of highly ethical conduct, fiscal responsibility, respect for everyone, and responsiveness to the City’s customers.

Proposals shall be submitted to the City of Milwaukie, Attn: Keith McClung, Finance Department, 10722 SE Main Street, Milwaukie, OR 97222 or emailed to mcclungk@milwaukieoregon.gov. Proposals will be received until 5:00 p.m. PST on Monday, February 24, 2020, for the purpose of selecting a company whose proposal evidences the highest level of qualifications to provide merchant card payment services. Proposals received after the deadline will not be considered and will be returned unopened to the proposer(s).
